Sen. Gounardes & AM Reyes: Governor’s Immigration Proposal is a Good First Step, But We Need ‘New York For All’

FOR IMMEDIATE RELEASE: January 30, 2026

New York State Senator Andrew Gounardes and Assemblymember Karines Reyes issued the following statement in response to Governor Kathy Hochul’s announcement today of her ‘Local Cops, Local Crimes Act’:

“The Governor’s proposal is a good first step toward pushing back against Trump’s authoritarianism and ensuring real public safety for all New Yorkers. Local police should be focused on fighting crime, not serving as deputized lackeys for ICE’s cruelty.

“While the Governor's proposal to ban 287(g) and Intergovernmental Service Agreements may eliminate the most formal arrangement of coordination between local law enforcement and ICE, it allows other pervasive forms of collusion to continue that erode public trust and safety. Even without 287(g) agreements, local law enforcement are able to share information with ICE, allow ICE officers into government facilities, and notify ICE about people in local custody.

“Our New York For All Act is the strongest way for us to guarantee that safety. It applies to all state and local government agencies our communities rely on—and to all the ways these agencies could coordinate with or collude with ICE. Under our bill, New Yorkers can attend parent-teacher conferences, visit public hospitals, and report labor violations without fearing they’ll be ripped apart from their families for doing so.

“All New Yorkers deserve to live in safety. Our New York For All Act achieves that. We look forward to working with the Governor and our colleagues in the legislature to meet this moment with the bold action it requires.”

Background:

The New York For All Act (S.2235A/A.3506A) prohibits local law enforcement and state agencies from conspiring with ICE or participating in their cruelty. Under the law, ICE wouldn’t be able to use state or local resources for civil immigration enforcement, enter non-public areas of state and local property, or share sensitive information with ICE without a judicial warrant. And New Yorkers held in ICE custody would be given clear notice of their rights before being interviewed.
