New York State Senator Andrew Gounardes joined Council Member Kayla Santosuosso, other legislators, and advocates today to celebrate the introduction of City Council legislation (LS24831) to implement his Stop Super Speeders Act.

The landmark state law gives New York City permission to create a pilot program that would require the owner of any vehicle that racks up 16+ speed camera tickets in 12 months to install an intelligent speed assistance (ISA) device. These devices do a simple, life-saving thing: prevent vehicles from speeding. The technology is already standard-issue in new vehicles sold in Europe, and the National Transportation Safety Board has recommended the same in the United States.

Such speed limiters are already in use on New York City’s own streets. The City instituted an ISA pilot program for municipal-owned vehicles that was so successful, it is now being expanded to become a standard safety feature on all non-emergency fleet vehicles, making New York City home to the largest ISA program in the world.

The legislation would apply to a relatively small handful of drivers—roughly 16,500, or less than 1% of vehicles on New York’s streets—that account for a vastly disproportionate number of traffic violations and frequently endanger the lives of drivers, riders, and pedestrians. In 2025, the top 10 super speeders in New York were caught by New York City’s school zone speed cameras an average of 179 times each, at least once every other day, with the most reckless driver receiving 259 tickets.

Excessive speed plays a role in about one-third of all traffic deaths, roughly the same as crashes involving drunk drivers. A person hit by a car traveling 35 mph is five times more likely to die than a person hit by a car traveling 20 mph. Vehicles with 16 speeding violations are twice as likely to be involved in a crash that leads to a fatality or serious injury.

"It's a simple fact: speed kills. And a small number of super speeders are putting a big number of New Yorkers' lives at risk," said State Senator Andrew Gounardes. "I passed the Stop Super Speeders Act to slow down the most reckless drivers in New York. It will impact a relatively small number of motorists but have an outsize impact on safety. Today, we're one step closer to a city where our streets are truly safe for all New Yorkers. Thank you to Council Member Santosuosso, NYCDOT, and all our partners for their work to get this done."

“Stop Super Speeders is about reining in the worst of the worst repeat offenders: drivers who, by racking up 16 or more speed camera violations in 12 months, have proven they cannot be trusted to drive responsibly.” Said Council Member Kayla Santosuosso. “Our bill will prevent unnecessary deaths by slowing these super speeders down. We are grateful to the state, under the leadership of Senator Gounardes and Assembly Member Gallagher, for leading this effort at the state level. It’s time for the city to finish the job.”

"Super speeders — people who are caught blowing past the speed limit 16 times or more in one year — are not your average drivers. They are twice as likely to cause a crash that results in serious injury or death, and they are undeterred by tickets or threats,” said Assemblymember Emily Gallagher. “I championed the Stop Super Speeders Act in the Assembly to slow down these dangerous drivers once and for all. I'm grateful to Councilmember Santosuosso for picking this up to move it through the Council and ensure it gets implemented as quickly as possible."

“Every New Yorker deserves to get safely to where they need to go,” said Council Member Shahana Hanif. “Right now, a small number of repeat offenders are putting all of us at risk, racking up hundreds of speeding tickets and continuing to drive dangerously. Council Member Santosuosso’s Stop Super Speeders bill is a common-sense, proven, and widely supported solution that will finally hold the most reckless drivers accountable and help protect our communities. Now that a city pilot program has been included in the State budget, New York City needs to take the final step and codify it.”

“Today’s introduction of the Stop Super Speeders bill by Council Member Santosuosso is a crucial next step in ensuring that our streets are safe from reckless speeding,” said Brooklyn Borough President Antonio Reynoso. “Every day that super speeders are left unchecked is a day that we risk the lives of New Yorkers. Just last year, a young Brooklyn mother and her two daughters were killed on Ocean Parkway by a super speeder with over 93 traffic violations. If that driver had an ISA device installed on her vehicle, three Brooklynites may still be here. They’re in my heart today as the Stop Super Speeders bill is introduced, and I encourage the City Council to put the lives of New Yorkers first and make this bill law.”

“It’s time to finally stop super speeders,” said Ben Furnas, Executive Director of Transportation Alternatives. “It’s past time to slow down the speediest and most reckless drivers across the five boroughs. We want to thank our elected leaders up in Albany, State Senator Gounardes, Assembly Member Gallagher, and Governor Hochul, for fighting to include Stop Super Speeders in the state budget, and now that it's time for the City to act, we know that Council Member Santosuosso will bring this bill across the finish line. We won’t stop fighting until this program is enshrined in law and fully implemented to finally protect New Yorkers from the most dangerous drivers on our streets.”

"Speed limiters save lives," said Darnell Sealy-McCrorey, a member of Families for Safe Streets whose daughter was killed two years ago. "We're relieved that the city fleet's speed limiter program will be tripling in size, and we're certain this change will prevent crashes, injuries, and even deaths. But New York City can't stop there: it's time to finally get the Stop Super Speeders law through the city council and on the books so that speed limiters slow down the city fleet and the most reckless drivers on our streets. We can't wait any longer, and we need this program up and running early next year."
