Sen. Gounardes’ Stop Super Speeders Act Included in State Budget
State authorizes NYC to implement pilot program requiring speed limiters for drivers that rack up 16+ speed camera tickets in a year

New York State Senator Andrew Gounardes issued the following statement in response to a version of his Stop Super Speeders Act being included in the state budget:
“This is a major step forward in our fight for safer streets. My Stop Super Speeders Act has always been about one simple thing: saving lives. Today, we’re laying the groundwork for a future where no New Yorker has to mourn the loss of a loved one to a preventable crash.
“We've still got important work to do to ensure this program lives up to its promise, including instituting clear accountability measures to ensure reckless drivers actually install speed limiters. I’ll continue to push to strengthen this program so it truly serves New Yorkers’ needs, just as I did with the speed and red light camera programs. Our communities deserve nothing less.”
Background:
Excessive speed plays a role in about one-third of all traffic deaths, roughly the same as crashes involving drunk drivers. A person hit by a car traveling 35 mph is five times more likely to die than a person hit by a car traveling 20 mph.
Sen. Gounardes’ Stop Super Speeders Act requires Intelligent Speed Assistance (ISA) technology be installed in the vehicles of drivers that repeatedly put New Yorkers’ lives at risk. These devices do a simple, life-saving thing: prevent vehicles from speeding. The technology is already standard-issue in new vehicles sold in Europe, and the National Transportation Safety Board has recommended the same in the U.S.
Such speed limiters are already in use on New York City’s own streets. The City instituted an ISA pilot program for municipal-owned vehicles that was so successful, it is now being expanded to become a standard safety feature on all non-emergency fleet vehicles, making New York City home to the largest ISA program in the world.
The version of Sen. Gounardes’ legislation included in the state budget authorizes the City of New York to implement a Stop Super Speeders pilot program that requires the owner of any vehicle that racks up 16+ speed camera tickets in 12 months to install a speed limiter device.
The vehicle’s owner will be required to pay for the device, though those who can’t afford the cost will be eligible to have it waived. Drivers who refuse to install the device as required by law will face a series of escalating civil fines followed by suspension of the vehicle’s registration.
