Sen. Gounardes Celebrates Task Force Vote in Favor of Brooklyn Marine Terminal Vision Plan

Approved proposal, which would save crumbling Brooklyn port while building new parks, industrial space and affordable homes, now moves to environmental review

FOR IMMEDIATE RELEASE: SEPTEMBER 22, 2025

New York State Senator Andrew Gounardes, Vice Chair of the Brooklyn Marine Terminal Task Force, issued the following statement after the Task Force voted 17-8 to approve the BMT Vision Plan:

“Today’s vote represents a crucial step toward building a working waterfront that actually works for Brooklyn. This Vision Plan sets the stage for a mixed-use neighborhood with a modernized port, new parks, industrial and community space, and thousands of new affordable homes.

“This work has not always been easy. This is a complex project with a lot of different stakeholders, which is why I’ve pushed from the start for an open, collaborative process that ensures everyone’s voices are heard. The proposal we’ve crafted is a compromise that has become stronger with each iteration, and that reflects the many good ideas and difficult decisions generated by a wide variety of voices.

“This is just the first step of an ongoing process. Now, the proposal moves into environmental review, when important details will be fleshed out and when neighbors will have more opportunities to make their voices heard. This vote represents the start of an ongoing community conversation, not the end.

“Brooklyn faces no shortage of challenges: an affordable housing crisis, a crumbling port, and aging infrastructure that no longer meets our needs. Today, we’re meeting these challenges head-on, and building an affordable, resilient and vibrant borough for our community and for generations to come.”
